Requires individuals aged 16 or older convicted of felony or misdemeanor animal cruelty to register within 10 days of conviction or release from incarceration, providing their name, aliases, date of birth, address, offense details, and photograph

Mandates annual registration renewal for 7 years following conviction/release, or for life if convicted of a subsequent animal abuse offense

Prohibits pet dealers and animal shelters from obtaining or renewing licenses if the applicant appears on the registry, requiring background checks against the registry for all license applications

Makes intentional failure to register or providing false registration information a class E felony, and prohibits anyone from selling or transferring animals to persons on the registry
