Requires all free association libraries, public libraries, hospital libraries, Indian libraries, and library systems receiving state funding to adopt the American Library Association's Library Bill of Rights prohibiting removal of materials due to partisan or doctrinal disapproval, or alternatively develop their own written anti-book-banning policy

Mandates that school districts, boards of education, and trustees adopt the ALA Library Bill of Rights or create a written statement prohibiting book banning in any school library receiving state aid for library materials

Amends Education Law Section 254 to add anti-book-banning requirements as a condition of receiving state library appropriations

Libraries failing to comply with existing regents requirements would lose eligibility for state funding and municipal tax support

Takes effect 30 days after becoming law
