Authorizes Oneida County to establish a demonstration program imposing monetary liability on vehicle owners for speeding violations in school speed zones, with photo speed monitoring systems permitted in up to 31 school zones at any one time

Cameras operate during school hours, one hour before and after school, and during student activities (plus 30 minutes before/after), capturing violations exceeding 10 mph over the posted speed limit

Maximum penalty is $50 per violation, plus up to $25 additional penalty for failure to respond to a notice of liability within the prescribed time period

Violations do not count as convictions on driving records and cannot be used for insurance purposes; vehicle owners may seek indemnification from the actual operator if they were not driving

Program expires December 31, 2030, and requires annual reports to the governor and legislature on crash data, violation statistics, revenue, and program expenses
