Adds school-related threat offenses to the list of crimes where judges may set bail, including aggravated harassment (first and second degree), making a threat of mass harm, aggravated threat of mass harm, and making a terroristic threat

Applies specifically when these offenses are committed against a school district, school, school staff, or a student

Overrides existing provisions that would otherwise prohibit bail for terroristic threat charges when the threat targets schools

Amends three sections of the Criminal Procedure Law (510.10, 530.20, and 530.40) to ensure bail eligibility applies consistently across arraignment and post-arraignment proceedings

Takes effect immediately upon enactment
