Expands service of process by registered or certified mail to apply to any person within or without the state, removing the previous limitation to non-domiciliaries only

Eliminates the requirement for "return receipt requested" when serving process by registered or certified mail

Authorizes courts to direct service by electronic means (as defined in CPLR 2103(f)(2)), requiring the matter's caption appear in the subject line of the transmission

Establishes that service by electronic means is complete upon transmittal of the process to the recipient

Modifies citation timing requirements to specify 10 days for personal delivery within the state, 20 days for service within the U.S. by other than personal delivery, and 30 days for all other cases and where the attorney general's office is a party
