Doubles the maximum payments, grants, or loans from the Housing Trust Fund Corporation from $125,000 to $250,000 per dwelling unit for low-income housing projects

Authorizes the corporation to provide additional funds beyond the $250,000 cap based on criteria including average construction costs in the area, project location, and impact on affordability for occupants

Maintains existing requirements that no more than 50% of annual appropriations go to projects in any single municipality

Preserves allocation limits of no more than 33.33% of annual appropriations to private developers for projects in cities with populations over one million, and the same limit for projects outside such cities

Takes effect immediately upon enactment
