Adds new section 219-f to judiciary law requiring the legislature to ensure sufficient numbers of judges and justices in each district and court based on population, caseload, case complexity, disposition delays, and factors used by recognized national or state authorities

Expands the duties of the chief administrator of the courts to collect and compile statistics specifically to assist the legislature in determining adequate judicial staffing levels

Requires the chief administrator's annual report to include recommendations on the number of judges and justices needed in each court, with the legislature to act on those recommendations as it directs

Updates gendered language in the statute from "his" to "such administrator's"

Takes effect 180 days after becoming law
