Increases the minimum spay/neuter deposit for dog or cat adoptions from $35 to $100, with the commissioner authorized to raise this amount every two years after a public hearing

Exempts small municipal pounds that impound fewer than 5 dogs annually and house no more than 2 dogs at once from the definition of "animal shelter" subject to these regulations

Exempts licensed veterinarians and veterinary technicians from certain animal shelter care provisions

Removes the American Association of Feline Practitioners (AAFP) from the list of organizations whose vaccination guidelines shelters must follow, leaving only AAHA and ASV

Extends the timeframe for animal shelters to correct violations from 10 days to 30 days for standard violations, and from 72 hours to 7 days for severe or immediate threats to animal safety

Modifies transport rules to remove the requirement for dogs under 12 weeks to be exercised every 2 hours, and allows animals to be left unattended in transport vehicles for up to one hour only if remote temperature monitoring is provided
