Allows out-of-state students who are "Team USA athletes" to pay in-state tuition rates at State University of New York (SUNY) and City University of New York (CUNY) institutions

Defines "Team USA athlete" as any student athlete meeting eligibility standards set by the United States Olympic and Paralympic Committee and the national governing body for their sport

Requires the athlete to be training in New York State in an elite level program approved by the United States Olympic and Paralympic Committee

Implementation is contingent upon appropriation and funding being made available for this purpose

Takes effect on the first of July following enactment
