Defines "special veteran emerging business enterprise" as a business that is both a certified service-disabled veteran-owned business and certified as an emerging business enterprise under the city charter

Requires the city's annual procurement report to the governor and state legislature to separately track procurements from special veteran emerging business enterprises

Adds special veteran emerging business enterprises to the reporting on the number of certified businesses able to perform specific types and scales of procurement work
