Prohibits vendors seeking state procurement contracts over $50,000 from making campaign contributions to statewide elected officials, candidates for statewide office, or their authorized political committees during a "restricted period"

Defines the restricted period as beginning when a vendor starts lobbying to influence a procurement, when a solicitation is posted, or when a non-competitive contract negotiation begins, and ending six months after contract award for winning vendors

Requires vendors to certify in procurement contracts that they have not made or solicited prohibited contributions during the restricted period

Creates a presumption that vendors who violate contribution restrictions or provide false certifications are "non-responsible" and generally ineligible for contract awards, with limited exceptions for public health, safety, or property emergencies

Includes in the definition of "vendor" key employees, officers, board members, their spouses and dependent children, subsidiaries, affiliated companies, subcontractors, and lobbyists hired by the vendor
