Redefines "pet dealer" as any person who breeds and sells more than nine animals per year that are born and raised on their residential premises directly to consumers

Excludes from the pet dealer definition: municipal shelters, incorporated humane societies and animal rescue organizations with 501(c)(3) status, public authorities providing shelter services, and retail pet shops

Adds new definition of "broker" as any person or business that sells, arranges, negotiates, or facilitates the transfer of dogs, cats, or rabbits bred by another party

Prohibits brokers (in addition to retail pet shops) from selling, leasing, bartering, auctioning, or otherwise transferring ownership of dogs, cats, or rabbits

Removes from the retail pet shop definition the inclusion of businesses selling pet food or supplies, narrowing it to only places selling animals as household pets
