Adds unclaimed spousal and child support payments (under section 1318 of the abandoned property law) to the list of abandoned property types that earn interest while held by the State Comptroller

Interest on qualifying abandoned property accrues at the tax overpayment rate set by the Commissioner of Taxation and Finance, minus one percentage point, for the first five years the property is held

Updates gendered language in the statute, replacing "he" and "him" with "such owner" and "the state comptroller"

Takes effect immediately upon enactment
