Authorizes the city of Yonkers to sell approximately 0.24 acres (10,535 square feet) of parkland from Samuel Untermyer Park & Gardens to St. John's Riverside Hospital at fair market value

Requires the sale proceeds be used specifically for restoring the Color Gardens that were historically present on the Untermyer estate

Mandates that Yonkers dedicate approximately 0.46 acres (19,840 square feet) of replacement parkland from St. John's Riverside Hospital property as a condition of the alienation

Requires Yonkers to pay the difference in fair market value toward additional parkland acquisition or capital improvements to existing parks if the replacement land is worth less than the alienated land

Prohibits the parkland transfer until Yonkers complies with any federal requirements if the parkland received federal funding support, including obtaining approval from the Secretary of the Interior
