Extends the Greenburgh North Castle Union Free School District number 12 in Westchester County indefinitely beyond the 2024-2025 school year, allowing it to continue operating as a separate union free school district

Expands the district's territory to include properties leased or owned by Rising Ground, Inc. in Westchester, Bronx, or Dutchess counties where affiliated residential treatment centers operate, subject to commissioner of education approval

Authorizes the school district to affiliate with Rising Ground, Inc., a child care institution, with the board of education to be comprised of 5-9 members elected by Rising Ground's board of directors, including two public members

Removes the property at 1700 Old Orchard Place in Valhalla from the district's territory and discontinues use of the 623 Blooming Grove Turnpike property in New Windsor on or about June 30, 2025

Takes effect July 1, 2025 or upon expiration of the lease agreement for the New Windsor property, whichever occurs first
