Designates May as "Elder Appreciation Month" in New York State by adding a new section 168-b to the executive law

Establishes a legal framework for "months of commemoration" which can be designated by statute, governor's proclamation, or joint resolution of the Senate and Assembly

Specifies that months of commemoration do not constitute holidays or half-holidays, but are set aside for recognition and special honor of persons, groups, ideals, or goals

Takes effect on January 1st following enactment
