Authorizes municipalities to adopt local laws requiring residents to use in-vessel composting for disposing of organic waste generated from residences

Defines "in-vessel composting" as a process where organic waste is enclosed in a drum, silo, bin, tunnel, reactor, or other container under controlled temperature and moisture conditions with controlled air-borne emissions

Defines "organic waste" as materials that can become usable compost, including food scraps, soiled paper, and plant trimmings

Adds new section 99-aa to the General Municipal Law to provide this municipal authority

Takes effect immediately upon passage
