Establishes a temporary practice authorization program allowing physicians, registered professional nurses, and licensed practical nurses licensed in other U.S. states or territories to practice in New York counties or facilities designated as medically underserved by the federal government

Temporary authorization expires after 180 days or 10 days after notification that the applicant does not qualify for full New York licensure, whichever occurs first, and can only be applied for once

Requires applicants to obtain endorsement from an employing health care facility, provide written notice and attestation to the department, pay a fee, and practice under supervision (physicians must be supervised by a NY-licensed physician)

Mandates that individuals who become permanently licensed through the program must live in New York and commit to working for the sponsoring entity for at least three years

Requires the Commissioner of Education to report to the legislature by June 30 of the second year on the number of temporary authorizations granted and conversion rates to full licenses; the program expires 3 years after the effective date
