Expands the definition of "covered operation" for military compensation calculations from specific named operations (Operation Enduring Freedom, Operation Iraqi Freedom, Operation Noble Eagle) to all military operations designated as active military, naval, air, or space service by the federal government

Includes state of New York-designated active service under the federal definition (10 USC § 101(d)(3)) as qualifying covered operations

Removes the previous requirement that operations be specifically connected to homeland security to qualify for compensation benefits

Maintains the implementing agency's discretion to make additional case-by-case designations consistent with the subdivision's intent

Takes effect immediately upon enactment
