Increases the maximum membership of the Central New York Regional Transportation Authority from 12 to 16 voting members, plus one non-voting member who does not count toward the maximum

Changes the appointment process for participating counties outside Onondaga County, replacing the population-based formula with a simpler system where each participating county (including Oswego, Cayuga, and Cortland) receives one appointed member

Clarifies that if a member continues in office after their term expires because no successor is appointed, they serve until another seven-year term concludes or until a successor is appointed, whichever occurs earlier

Establishes continuity provisions for vacancies, ensuring that the sequence of successive seven-year terms continues even when positions remain unfilled, with successors appointed for the remainder of the current term

Takes effect immediately and is deemed to have been in full force since March 31, 2025
