Requires any individual, entity, or political committee making independent expenditures for covered communications to include a disclaimer stating who paid for it and that it was not coordinated with any candidate

Mandates disclosure of up to three top contributors who gave more than $1,000 in aggregate during the 12 months preceding the communication, listed in descending order by contribution amount

Requires disclaimers to be easily readable or audible for at least four seconds on audio/video communications and include the web address of the State Board of Elections campaign disclosure reporting system

Directs the State Board of Elections to promulgate rules within 180 days establishing standardized disclaimer formats, font sizes, and methods for identifying top contributors

Exempts candidates for offices under New York City Campaign Finance Board jurisdiction and takes effect January 1 following enactment
