Requires payment of the regular registration fee plus a one-time service charge of $25 for the specialty plate

Mandates either a $6,000 surety bond or a minimum of 200 pre-orders before the plate can be designed, produced, and issued

If fewer than 200 plate sets are sold within two years of availability, the state may recover proportionate costs from the surety bond

Takes effect 180 days after becoming law, with immediate authority to develop implementing regulations
