Authorizes the New York DMV to issue distinctive license plates bearing the Navy Seabee emblem to members of the Seabee Veterans of America residing in the state

Requires applicants to pay the regular registration fee plus a one-time $10 service charge for the distinctive plate

Applicants must provide proof of membership in the Seabee Veterans of America satisfactory to the commissioner

Plate design and production requires either a $6,000 surety bond or at least 200 pre-orders with the non-refundable service charge before issuance begins

If fewer than 200 plate sets are sold within two years of availability, the DMV may recover costs proportionately from the surety bond
