Changes cooling tower certification requirements from annual (due November 1st) to biannual (due in January and July of each year)

Increases minimum inspection and testing frequency for cooling towers from every three months to every week during periods of use

Reduces response time requirements when microbial tests indicate problems: from 48 to 24 hours for maintenance deficiencies, and from 24 to 12 hours for serious health threats

Extends record-keeping requirements for inspections and tests from three years to ten years

Increases civil penalties for violations: first violation from $2,000 to $2,500, second/subsequent violations from $5,000 to $7,000, and violations involving fatality or serious injury from $10,000 to $12,500
