Establishes automatic inflation-based increases to minimum wages and benefits if a workers' board fails to make determinations within any three-year period, using the consumer price index

Creates a worker training system requiring employers to provide one hour of compensated training on new standards through certified worker organizations, and expands enforcement authority to allow eligible representatives and the attorney general to bring civil actions for violations
