Prohibits online retailers from generating prices based on a consumer's device hardware or hardware state (including battery life, number of wireless connections, device age)

Bans pricing based on the presence or absence of specific software on a consumer's device

Restricts use of geolocation data for pricing, with exceptions for legitimate cost differences in delivery, real-time demand surcharges for immediate services, and regional price variations due to taxes or local fees

Exempts coupons, discounts, rebates, and promotional pricing that are available to the general public on equal terms

Takes effect January 1 following enactment
