Prohibits electric corporations from requiring customers to obtain approval before installing a portable solar device, pay fees for feeding energy back to the grid, or install additional controls beyond what is integrated into the device

Releases electric corporations from liability for any damage or injury caused by portable solar generation devices

Requires the state energy conservation construction code to be updated within one year to allow these devices to connect through electrical outlets, with no building wiring changes required for devices under 391 watts
