Extends the application completeness review period from 60 days to 90 days for major renewable energy facility siting permits

Establishes stricter standards for ORES to override local laws, requiring written determinations supported by substantial evidence that the local law would materially prevent meeting state climate targets and that public health/safety concerns cannot be addressed through alternative designs or mitigation measures

Grants municipalities the right to request a public hearing within 20 business days when ORES proposes to override local laws, with ORES required to respond within 14 business days

Requires ORES to expand its uniform conditions framework to address locally significant concerns including water quality, well impacts, seismic risk, soil stability, erosion, and landslide/subsidence risk

Guarantees speakers at public comment hearings at least two minutes to speak if pre-registered, and requires transcripts to become part of the administrative record
