Removes cocaine paraphernalia from the definition of "drug-related paraphernalia" by deleting the provision covering objects designed for ingesting, inhaling, or introducing cocaine into the body

Expands the exclusion from the paraphernalia definition to cover all materials used to inject, inhale, ingest, or otherwise introduce any substance into the body, not just hypodermic needles and syringes

Retains paraphernalia definitions for drug cultivation kits, manufacturing equipment, isomerization devices, scales/balances for measuring controlled substances, and diluents/adulterants used for cutting drugs

Takes effect immediately upon enactment
