Requires the Commissioner of Mental Health to create regulations allowing disclosure of patient information for deceased individuals who were residents of facilities operated or certified by the Office of Mental Health

Permits release of deceased patients' records to family members, personal representatives, or others involved in the decedent's care or payment for care, upon written request and in compliance with HIPAA

Prohibits disclosure of patient information if it would be inconsistent with any known prior expressed preference of the deceased patient

Allows patient information to be released to a family member's health care provider upon written request when the information is needed for that family member's treatment

Takes effect immediately, except the deceased patient records provision takes effect 180 days after becoming law
