Exempts mifepristone and other medication abortion drugs from being classified as a "criminal diversion act" under New York penal law solely because the drug loses FDA approval or no longer bears the current FDA label

Protects these medications from being deemed "adulterated" or "misbranded" under New York education law even if FDA approval is withdrawn, provided the labeling was accurate at the time of manufacture

Requires that protected drugs must be recommended for their prescribed purpose under current World Health Organization guidelines at the time of prescribing or dispensing

Amends both the penal law (section 178.00) and education law (sections 6802 and 6815) to create consistent protections across New York's drug regulation framework

Includes a severability clause ensuring that if any portion of the act is invalidated, the remaining provisions continue in effect
