Prohibits cannabis and cannabis product advertisements on television and radio by adding this restriction to the list of banned advertising formats under the cannabis law

Establishes a civil penalty of up to $5,000 for each violation of the television and radio advertising prohibition

Requires license or registration revocation and denial of future applications upon conviction of a third violation of the advertising ban

Mandates that violators receive written notice, an opportunity to be heard, and a written determination from the Office of Cannabis Management before any license revocation or denial

Removes "broadcast, cable, radio" from the list of media where advertisements must only be placed in audiences reasonably expected to be 21 years or older, as these formats are now fully prohibited

Requires the Office of Cannabis Management to promulgate implementing regulations within 30 days, with the advertising restrictions taking effect 30 days after the law is enacted
