Creates the Advanced Nuclear Energy Workforce Development Commission consisting of the Education Commissioner, SUNY Chancellor, CUNY Chancellor (or their designees), and three industry experts appointed by the governor for five-year terms

Directs the commission to establish a program addressing urgent skilled labor demands in New York's advanced nuclear energy industry, including creating strategic plans for labor supply and skill gap issues

Authorizes grants and financial assistance through partnerships with public agencies, private entities, and industry stakeholders to support student outreach, academic pathways, and research in advanced nuclear energy

Requires development of customized curriculum for degree and certificate programs in nuclear-grade welding, radiological control and monitoring, reactor operations, nuclear instrumentation and control, and nuclear engineering

Mandates annual reports to the governor and legislature on program status and efficacy, beginning December 31, 2026
