Requires grocery suppliers with over $6 billion in annual sales to offer the same terms of sale (price, discounts, rebates, payment terms) to all retailers and wholesalers purchasing on the same volume unit basis

Defines "dominant covered retailers" as those with over $18 billion in annual retail grocery sales and storefronts in more than 20 states, subjecting them to additional restrictions

Prohibits dominant retailers from stockpiling goods beyond their regular purchase intervals if doing so would diminish availability to smaller retailers

Requires covered suppliers to disclose anonymized contract terms from dominant retailers within 14 days of a written request from smaller retailers or wholesalers

Allows the Attorney General or injured parties to sue for injunctions and civil penalties up to three times actual damages for violations
