Requires hospitals to dispense at least two doses of opioid reversal drugs (such as naloxone) to individuals who appear to be at risk for a substance use disorder upon discharge, including from emergency departments

Mandates that inpatient facilities operated or licensed by the Office of Alcoholism and Substance Abuse Services or the Office of Mental Health dispense at least two doses of opioid reversal drugs to at-risk patients upon discharge

Maintains existing requirement that hospitals inform individuals with documented or apparent substance use disorders about available treatment services upon commencement of treatment, admission, or discharge

Takes effect 180 days after becoming law
