Applies to manufacturers with gross annual revenues of $10 million or more three years after the effective date, and to smaller manufacturers six years after the effective date

Covers plastic containers for beer, wine, spirits, water, soda, soft drinks, fruit drinks, coffee, tea, milk, dairy products, and fruit/vegetable juices

Imposes civil penalties of $1,000 per violation per day, enforceable by the Department of Environmental Conservation, attorney general, or local district attorneys

Requires manufacturers to provide compliance information to the department upon request, with manufacturer status determined by factors including brand ownership and control over beverage and container design
