Adds a new Section 20 to Article 1 of the New York State Constitution establishing that "the right of the people to privacy is recognized and shall not be infringed"

Requires courts applying this right to consider the nature and extent of information that may be obtained and the nature and extent of any intrusion

Follows the constitutional amendment process requiring passage by two successive legislatures and voter approval at a general election

Must be published for 3 months prior to the election at which voters would approve the amendment
