Prohibits all state agencies and authorities from purchasing firearms, ammunition, or firearm accessories from dealers that sell unserialized gun build kits, firearm precursor parts, unserialized firearms, or unserialized unfinished frames and receivers

Requires vendors bidding on state firearm contracts to certify valid licenses, ATF trace request history for the past five years, documentation of any thefts or losses, and copies of the two most recent compliance inspection reports

Mandates that bidders disclose corrective actions taken for any noncompliance findings and affirm compliance with all applicable federal, state, and local firearm laws

Requires vendors to certify policies for preventing straw purchases and firearm trafficking, screening against sales to prohibited persons, documenting theft or loss, training employees on compliance, assisting law enforcement investigations, and operating video surveillance systems

Directs the Commissioner, in collaboration with the Attorney General, to develop implementation procedures including a potential prequalification system and public safety values scoring system for bidders; takes effect April 1, 2027
