Expands the New York Power Authority board from 7 to 17 trustees, with the Governor appointing 7 (including experts in public finance, consumer advocacy, and environmental justice), the Senate Temporary President appointing 5 (including labor representatives), and the Assembly Speaker appointing 5 (including experts in renewable energy siting and building electrification)

Grants the New York State Energy Research and Development Authority and the Office of Renewable Energy Siting and Electric Transmission each one non-voting board member

Allows trustees to be terminated by a majority vote of either the Senate or Assembly, or by the Governor, for reasons including failure to meet renewable energy targets, conflicts of interest, failure to prioritize climate/environmental/economic justice, sexual assault or harassment, or corruption

Establishes two-year terms for the chair and vice-chair positions, selected by trustees from among their own number

Requires vacancy appointments to be made by the original appointing entity (Governor, Senate President, or Assembly Speaker) rather than solely by the Governor
