Requires speed cameras to pass daily self-tests and annual calibration checks by independent laboratories, with operators completing training and maintaining daily setup logs

Restricts use of recorded images exclusively to adjudicating violations, prohibits public disclosure, and mandates destruction of images upon case resolution or one year after liability notice issuance

Mandates annual reports to the Governor and Legislature on program results including crash data, violation statistics, revenue, and expenses; program expires December 31, 2030
