Requires the Department of Health to conduct a study examining how doula care and services are currently integrated into birthing centers, hospitals, and other healthcare facilities across New York state

Study must identify doula-led organizations, doula-friendly hospitals and birthing centers, and successful doula integration programs both in New York and other states

Requires recommendations on best practices for doula integration, including criteria for visitor or equal status for doulas in facilities, doula presence in birthing rooms, and inclusion in the healthcare continuum

Department must submit a final report with findings and recommendations to the governor, senate president, and assembly speaker by December 31, 2027

Takes effect 30 days after becoming law
