Requires each board of education to adopt a written policy for handling complaints about school library materials, including how complaints are submitted, who reviews them, and how final decisions are made

Mandates creation of a reconsideration committee composed of at least a certified librarian, teacher, school administrator, parent, and where possible a student to review library material complaints

Prohibits removal or restriction of library materials solely based on disagreement with themes, ideas, viewpoints, or the identities of authors, subjects, or characters; materials must remain available while under review

Protects library media specialists and school employees from disciplinary action for selecting or recommending materials in reasonable reliance on district policies

Directs the Commissioner of Education to develop model policies for school districts and requires school library systems to make sample collection-development and reconsideration procedures available
