Changes the terminology from "relapse management" to "reoccurrence management" and from "evidence-based" to "evidence-informed" care standards

Moves the annual reporting deadline from February 1st to December 1st for the Commissioner of the Office of Addiction Services and Supports

Requires the annual fund utilization report to be presented as a consolidated dashboard and made publicly available on the Office of Addiction Services and Supports website, with additional details including award start/end dates, disbursing agency, and remaining fund balance
