Planning boards in towns, villages, and cities must develop and publish standardized application forms for site plan review that list all required studies, reports, documents, and technical standards

Applications submitted using the standardized form with all required materials must be deemed complete, and boards cannot require additional studies or documents beyond what the form specifies (unless the submission doesn't meet standards or the project scope materially changes)

Boards must notify applicants within 30 days whether their application is complete; if no notice is provided within that period, the application is automatically deemed complete

When boards update their application forms, they must notify applicants with pending applications within 10 days and accept amendments to maintain compliance with the updated requirements

The standardized form requirements cannot be waived, and local governments have 180 days after the act's effective date to develop these forms
