Repeals Section 165.35 of the penal law, which criminalized fortune telling in New York

Defines "spiritual, metaphysical, or divinatory services" to include tarot, astrology, palmistry, clairvoyance, mediumship, energy work, psychic readings, and similar services offered for a fee

Prohibits providers from making knowingly false representations to obtain money, using coercive or deceptive conduct, threatening harm for non-payment, or falsely claiming professional licensure

Authorizes the Attorney General to seek injunctive relief, restitution, damages, and civil penalties up to $5,000 per violation

Allows injured individuals to sue for actual damages or $1,000 (whichever is greater), plus attorneys' fees, punitive damages, and other appropriate relief

Explicitly protects First Amendment speech, religious exercise, and good-faith offering of spiritual services from regulation under this section
