Expands the definition of "reproductive health services" to include all medical, surgical, psychiatric, therapeutic, diagnostic, mental health, and preventative services relating to the human reproductive system, including telehealth services, assisted reproduction, contraception, miscarriage management, and self-managed pregnancy terminations

Creates new definition of "legally protected health activity" covering the exercise of reproductive health rights, provision of reproductive health services by licensed providers physically present in New York, and acts to aid or encourage others in accessing such services regardless of the patient's location

Increases penalty for criminal interference with health care services or religious worship in the second degree from a class A misdemeanor to a class E felony

Increases penalty for criminal interference with health care services or religious worship in the first degree from a class E felony to a class D felony

Increases penalty for aggravated interference with health care services in the second degree from a class E felony to a class D felony
