Exempts literary works, musical compositions, visual art, news, public affairs, sports programs, political campaigns, parody, satire, and educational content from the consent requirement

Creates a private right of action against individuals who disseminate or publish AI-altered images to harass, annoy, or alarm someone, allowing courts to award injunctive relief, compensatory and punitive damages, and attorneys' fees

Recognizes publicity rights as transferable property rights that survive death for 40 years, with a registration system through the Secretary of State for successors and licensees to claim inherited rights
