Allows agencies to provide expanded non-medical in-home services, non-institutional respite services, case management services, and ancillary services to functionally impaired elderly without requiring a prescription or physician's order

Services must be limited to meeting otherwise unmet needs that support elderly persons' continued residence in their homes

Requires all expanded services to be accompanied by ongoing case management services in accordance with state regulations

Repeals paragraph (k) of subdivision 4 of section 214 of the elder law, which contained cost sharing requirements for these services

Takes effect 90 days after becoming law
