Establishes a 19-member fiscal cliff task force to study and recommend solutions for sudden decreases in public benefits that occur when recipients experience small increases in earnings

Task force members include appointees from the Governor (5), legislative leaders (6), three local social services district commissioners, and commissioners from five state agencies (OTDA, Health, Tax and Finance, Labor, and Children and Family Services)

Study will examine fiscal cliffs across multiple programs including SNAP, HEAP, housing assistance, Medicaid, NY State of Health marketplace, child care subsidies, STAR, earned income tax credit, and other income-tied state programs

Task force must analyze causes of fiscal cliffs including asset tests, asset limits, income disregards, and impacts of minimum wage changes on benefit recipients

Preliminary report due January 1, 2028, and final report due September 1, 2028; the task force expires three years after the law takes effect
