Changes the requirement for contractors and subcontractors working on covered renewable energy systems from "use" apprenticeship agreements to "have" apprenticeship agreements under Labor Law section 224-d

Requires contractors on thermal energy networks to "have agreements with" pre-apprenticeship direct entry providers registered with the department, rather than simply "use" such providers

Delays the effective date of the 2025 apprenticeship requirements law from "immediately" to September 1, 2026

Applies the new requirements only to covered renewable energy systems awarded contracts through advertisements, requests for proposals, invitations for bids, or other solicitation methods issued on or after the effective date

Amends a 2025 law (proposed as S. 4881-A and A. 2730-A) that established apprenticeship requirements for renewable energy construction work
